BluffTitler requires DirectX version June 2007 or later. DirectX is available as a free download from Microsoft:

What you need is the DirectX End-User Runtime (version June 2007 or later).

BluffTitler requires DirectX version June 2007 or later. If the program complains about not being able to find D3DX9_34.dll you will have to install the latest version of DirectX.

Please note: BluffTitler does NOT require DirectX 10 nor Vista: it runs fine on Windows XP. However it DOES require the latest version of DirectX, so even if you're running Windows Vista you might have to update DirectX.
